Duties

The position is responsible for the delivery of procurement, risk management and insurance policy, advice and services to MoAD in accordance with relevant legislation, including the Public Governance, Performance and Accountability Act 2013, Commonwealth Procurement Rules and related policies. They will also draft, review and advise on procurement and risk-related documents (e.g. policy, templates and risk assessments), assist staff with procurement activities, including the development of reference materials, and deliver training on procurement and risk management related matters to individuals or small groups. They will also be responsible for administering the Purchase-to-Pay system and manage the accounts payable function.

Under the general direction of the Finance Manager:

  1. Manage the procurement and risk function with regard to appropriate legislation, government regulations and internal policies & procedures, including developing and maintaining procurement and risk management reference materials including templates, tools, intranet pages, guidelines and policies.
  2. Assist staff with procurement and risk activities including the development of reference materials, and assist staff to draft spending proposals, request for tenders/quotes, contracts, risk assessments and deliver training to individuals or small groups.
  3. Manage OPH’s mandatory procurement, risk management and insurance reporting obligations including Senate Order and annual reporting. This will involve managing AusTender reporting for contracts, ensuring that reporting is accurate, up-to-date, and in accordance with the Commonwealth Procurement Rules and other related policies.
  4. Manage the purchase to pay system and providing advice to staff, creditors and debtors on a range of matters including supplier payments, credit cards and travel.
  5. Assist with the administration of finance systems and a range of other administrative tasks associated with banking, and end of month finance activities.
