Program Manager, Cultural and Corporate Shared Services Centre
The Museum has an exciting opportunity for a shared services professional to join the agency as the Program Manager of the Cultural and Corporate Shared Services Centre (CCSSC).
Established by the National Museum of Australia in 2016, the CCSSC was created to support small cultural and corporate agencies within the Australian Public Service (APS). The CCSSC provides high-quality services specifically tailored to meet the unique business requirements of small cultural and corporate agencies.
The CCSSC is based on a number of founding principles which drive our operating model and is our point of difference as a shared service centre. The cornerstone of our model is the way we partner with agencies in the delivery and ongoing management of our services. We do this by developing our service offering in collaboration with our partners; we are transparent in the costing and delivery of our services; and we have an established governance framework where partners are included in key decision making.
The CCSSC Program Manager is responsible for the management and delivery of existing and potential new services to our current clients, and negotiating the inclusion of new clients. This will include driving the strategic direction of the CCSSC, continuously developing the operational design and managing the day-to-day delivery of work to ensure we meet the expectations of our partners.
Reporting to the Deputy Director of the Museum, the responsibilities of the role include, but are not limited to:
- Developing and delivering the overall vision and strategic direction of the CCSSC to meet policy, business, stakeholder and operational requirements.
- Managing the delivery of shared services to our partners. Services currently span traditional corporate services such as IT systems and support, human resources, records management (both digital and paper) and finance-related services. However this will be broadened over the next two to five years to include additional services, some of which will be unique to the museum and gallery sector.
- Developing and designing new services and ensuring that these are delivered within budget and aligned to partner requirements.
- Fostering an environment of continuous improvement to continually drive best practice and process efficiencies.
- Serving as the single point of accountability for decision making and escalations ensuring service levels are met and/or exceeded and all operational metrics are trending in a positive direction.
- Continuously developing the operational model and design and successfully implementing changes to improve the maturity of the model.
- Providing strong leadership and operational oversight across the CCSSC. It is anticipated that operational oversight will include but not be limited to all aspects of operational delivery, program-wide project management, performance monitoring and reporting and process improvement but will also involve workforce management forecasting, scheduling and resource planning.
- Leading organisational change within the Museum and partner agencies, and proactively developing relationships that can be leveraged to drive CCSSC’s agenda and deliverables.
- In collaboration with the Chief Finance Officer, developing costing models (including financial forecasting, estimating, and modelling) within a shared services environment.
- Managing staffing resources required for the delivery of services to partner agencies, for client engagement and relationship management, on/off boarding, as well as the delivery of day-to-day service monitoring and reporting.
- Implementing performance and reporting measures, to establish and report against key performance indicators and overall performance.
