The key duties of the position include:

This position is responsible for ensuring the Museum has a positive and effective working relationship with the Office for the Arts, the Office of the Minister for the Arts and relevant Commonwealth and State departments and agencies. You will work closely with the Museum’s Executive team, Leadership team and key stakeholders across Government, as well as the Museum’s Council and Foundation Board and grant-making organisations and diplomatic representatives.

Your key responsibilities will include: 

  • Overseeing staff with responsibility for sourcing grants and providing secretariat support to the Museum’s governing board and its committees and the Australian National Maritime Museum Foundation.
  • Lead cross-organisational projects, including the compilation of the Museum’s Annual Report.
  • Source of expertise on corporate governance with detailed knowledge of the establishing legislation, whole of government accountability structure, relevant government policies and other legislation that affect the entity.
  • Coordination and preparation of briefings, correspondence and advice in response to ministerial correspondence, parliamentary issues, Cabinet matters and all other requests.
  • Develop and implement effective systems to support and improve the Ministerial Liaison process.
  • Ensuring compliance with the communications protocol between the department, the Minister and other members of Parliament.
  • Lead the collaborative development and drafting of the key planning documents, including appropriate performance measures and targets
  • Analyse and report on the effectiveness of the planning and performance framework through review of key performance indicators and management measures
  • Develop improvement plans and targets arising from the annual planning and performance cycle and assist with the design and implementation of a framework for databased course, department and academic division reviews.
  • Provide advice on the external context (including horizon scanning) and potential impact on the Museum.
  • Prepare briefing notes, reports and submissions for senior management and for external stakeholders
  • Develop and implement reform of operational policies and procedures, and a research and advocacy agenda in line with strategic and operational plans.
  • Provide advice on Government policies, procedures, accountability standards and legislative requirements as they relate to the operation of the Museum.
  • Provide expert advice and support to guide the delivery of consistent and effective high quality policy outcomes
  • Identify and respond to new and emerging issues efficiently and effectively
  • Lead the development and implementation of the Museum’s International Engagement Strategy
  • Work closely with the Research & Curatorial Team to develop and oversee a program of engagement and communication
  • Research, develop and maintain excellent relationships with key ANMM international partners and the diplomatic corps
  • Provide quarterly progress reports for Executive, Council and other internal and external stakeholders on the ANMM’s international engagement activities.

To be successful in this role, you will have: 

  • Demonstrated high-level experience in policy development and public administration
  • Highly developed communication and interpersonal skills, including the ability to liaise and consult with Directors, Executives and management at all levels of the organisation, government agencies, key stakeholders and external advisors
  • Sound understanding and awareness of the public sector environment in regards to its accountability obligations and control and management framework applying to the Boards of public sector entities
  • Experience in working with legislation, ideally relevant legislation addressing accountability and transparency, integrity and privacy as it applies to the Museum
  • Highly developed writing, analytical and conceptual skills
  • Proven ability to coordinate activities, prioritise issues and meet deadlines
  • Experience in leading and managing staff.
  • Excellent analytical skills
  • Proven ability to work both independently and as part of a team collaborating with colleagues to achieve organisational goals
  • Demonstrated high level verbal and written communication and presentation skills
  • Demonstrated knowledge of government processes, procedures and protocols relating to ministerial and parliamentary issues
  • Ability to quickly acquire expert knowledge of ANMM’s legislative and regulatory framework
  • Grants administration
  • Relevant governance qualifications or training preferred.
  • Experience with the ANMM standard office products including Microsoft Outlook, Microsoft Word, Excel and PowerPoint, Skype for Business

Selection for this position will be made on the basis of relative merit which will be assessed against each item of the selection criteria. Applications that do not address the selection criteria will not be considered for shortlisting by the Selection Committee. As part of the selection process the selection committee may invite candidates to undertake psychometric test, you should advise the selection committee if you have any special needs. Psychometric tests may be used as the initial short-listing test or later in the selection process. Some tests are very short while others may take one or more hours.
